Invest in Facebook ads. They may seem expensive but they're worth every penny. If you're looking to gain every follower/like that you can, l'd recommend putting your Facebook page link onto your signatures, emails, and you could invite your friends to Like the page (or not).
If the page is the official page of a certain forum/group/site, then every Like will get you more traffic, as friends will get an daily update of what their other friends have Liked, which can result in more exposure.
Another way I've heard works is to have a contest where the person to get the most people to Like your page, wins. A small cash prize - say $5 - could really pay off in the long run.
